Steps:

First download the Apk from this link https://drive.google.com/file/d/0B7MR12snJFkEYjRyV04tbGlOZVU/view
and then install it.
After that download the obb file of the game from the link https://drive.google.com/uc?id=0B7MR12snJFkENURBUlNRY0c2dEE&export=download
Then you download any software that has zip file extract. (Example: ES file explorer)
Open the zip file inside the software you installed.
Now you’ll see a folder whose name start. (com.rockstargames.gtavc)
Extract this folder into Obb folder inside the phone's internal storage
(Internal Storage>Android>Obb)
If there is no Obb folder, create it.
Now start Playing the game.
